Joel Gunter serves as Senior Director of Business Development, for
Enterprise Florida, Inc. (EFI), Florida’s public-private partnership
charged with diversifying and growing Florida’s economy and
creating more and better job opportunities for Floridians. His
primary focus is on the Advanced Manufacturing sector as well as
Clean Technology. EFI’s Business Development (BD) Team has
primary responsibility for attracting new business investments into
Florida and helping Florida businesses to expand existing
operations. Joel has worked with Enterprise Florida since its
inception nearly twenty years ago and has more than 23 years of
economic development experience.
For the last fiscal year, BD surpassed all of its performance
goals. Our projects created or retained 28,919 jobs; involved $2.82
billion in capital investment; and paid an average annual wage of
over $54,000 – about 25% higher than Florida’s average wage.
During Joel’s tenure at EFI he has generated more than 433 leads resulting in the establishment of
273+ projects, facilitating the creation of up to 50,400 jobs with a cumulative capital investment
of ~ $3.5B. Some notable successful projects in his project management portfolio include: Blue Origin, an
Area Development Magazine Silver Shovel Award Winner; Klausner Lumber One, the first project to locate in a
Florida Rural Catalyst Site; distribution centers for Walmart, Publix, Trader Joe’s, and AutoZone; Lockheed
Martin, International Paper, Cognizant, American Express, Wheeled Coach, SAIC, Gartner Group, Feld
Entertainment and Ruth’s Chris’ headquarters, INEOS Bio, CAE USA Military and Training, Website Pros,
Mitsubishi Hitachi Power Systems, Honeywell, Bass Anglers Sportsman Society (B.A.S.S.), GE Harris Energy
Control Systems, Disney Worldwide Services and Cross Country Automotive.
Prior to EFI, Joel worked in the Bureau of Industry Development for the Florida Department of Commerce as
an Industry Representative. Currently, he serves on the board of the Manufacturing Association of Florida and
as EFI’s representative with the Industrial Asset Management Council.
He has a Bachelor of Science degree in Public Relations and a Minor in Business from the University of
Florida. In addition, he is a graduate of the Economic Development Institute (EDI) affiliated with the University
