Zachary Stines

Manager, Energy Market Design

Zachary Stines is the Manager of Energy Market Design for the New York Independent System Operator (NYISO), where he leads a team focused on the continued evolution of New York’s wholesale energy and ancillary services market.  Zachary and his team work collaboratively with market participants advancing energy and ancillary services market rules that improve overall wholesale market efficiency, including market models that expand the market to new resources.

Prior to his current role, Zachary held the positions of Supervisor of Mitigation Performance & Analysis and Installed Capacity Market Design Specialist at the NYISO.  In these roles, Zachary led a team that administered the energy market mitigation measures and worked on multiple market initiatives to enhance the installed capacity market, including the development of new methods for determining capacity requirements.
