Carrie Bivens

Carrie Bivens currently serves as the VP of Market Monitoring at the Southwest Power Pool (SPP), leading the independent team that is tasked with monitoring and reporting possible abuses of market power and potential gaming in the RTO’s markets, as well as identifying market design flaws and recommending changes in design to improve the operation of markets. Before a stint at NextEra Energy Resources as Executive Director of Regulatory and Public Affairs, she lead the independent market monitor of ERCOT at the firm Potomac Economics for over 3 years. She served in multiple positions during her 13-year tenure at the ERCOT ISO prior to this, including as Director of Wholesale Operations. She has a bachelor’s degree in business administration for operations management from the University of Houston.
