Dylan Zhang is a senior energy market expert and market design leader with more than eight years of experience at the New York Independent System Operator. He specializes in aligning wholesale electricity market structures with system reliability objectives, with deep expertise in the NYISO capacity market and the intersection of reliability modeling, public policy, and economic efficiency.

As Senior Manager of Market Solutions, Dylan leads the development and execution of market designs and product strategies that integrate probabilistic reliability standards, public policy goals, and efficient price formation. He works closely with regulators, market participants, and NYISO leadership to ensure market outcomes support system reliability and long‑term resource adequacy.

Previously, Dylan managed NYISO’s Resource Adequacy function, where he oversaw the development of capacity requirements and loss‑of‑load‑based reliability methodologies that underpin capacity demand curves, locational requirements, and investment signals. His earlier roles in energy and capacity market operations strengthened his expertise in price formation, market efficiency, and auction performance.
